Hyderabad is now a Metro and the 2nd Largest city in the country after Bengaluru. The jurisdiction of the new body spreads around 7,000 sq km encompassing a populace of 76 lakh and would be about twice the size of Goa. Clear Title
A Tentative layout is given by HUDA after due TECHNICAL and OWNERSHIP & ULC VERIFICATION.” “A layout normally takes one month for clearance after compliance of the all requirements, i.e., layout plans drawings, position of established road, filing of all ownership documents, ULC papers and related link documents, etc. Similarly, Final layout approval takes one month for clearance after all the development works are completed.”(http://www.hmda.gov.in/inside/hudafaq.asp )

From above it is clear that HMDA approved layout ensures genuine Technical and ownership & ULC (Urban Land Clearance ), at the outset a Clear and valid Title thus maximum security & safety to the buyer for the hard earner money invested by him on Land.
Guaranteed Developments
The applicant is required to mortgage 25% of the plots to HUDA as surety for undertaking and completion of all layout development works and conditions. However, the applicant/developer can sell the plots in the remaining non-mortgaged area. After compliance of the development works as per the specifications, HUDA releases the complete layout. What are the Developments?
The applicant shall take up the development of amenities such as formation of Black topped roads, drainage lines, with septic tank as per standards, electric lines including street lighting, water supply lines, avenue plantation along the roads and open spaces to the satisfaction of the HUDA within the prescribed period and on completion of all the developmental works shall be submit a requisition letter to the HUDA for release of mortgaged plots, duly handing over open spaces and roads to the Local Authority through a registered Gift Deed.”

From above it is clear as what are the developments specified for the HMDA approval, what are the conditions specified (mortgage of 25% of Plots in Layout) for issuance of HMDA Final Layout. Bank Loan Availability
